The Virginia Department of Transportation (VDOT) is hosting a "citizen information meeting" on Monday, Dec. 9 regarding the HOV ramp that connects Seminary Road and I-395 toward the south.
The meeting will be at the T.C. Williams High School Minnie Howard Campus, 3801 W. Braddock Rd., from 6:30 - 8:30 p.m.
VDOT is considering making a change that would change the south-facing ramp from HOV (carpool) only to High Occupancy Toll (HOT). "The ramp would continue to provide access to the 395 Express Lanes, but would be available to vehicles with fewer than three occupants who pay a toll, and for free to vehicles with three or more occupants," according to VDOT.
The ramp is highlighted in red on the map below.

In November, the previous HOV lanes on I-395 from Edsall Road into the District were converted to HOT lanes, allowing non-carpoolers to pay a fee to use the lanes. Since the switch, residents have reported more traffic on the "main line" (regular) lanes of I-395 during the morning and evening rush hours.
City officials are concerned that changing the ramp from HOV to HOT will put more cut-through traffic onto Seminary Road from the highway.
After VDOT the TransUrban decide whether to convert the ramp to HOT, City of Alexandria officials may be able to move forward with planning to repave and improve Seminary Road between Jordan and Beauregard streets.
The informational meeting will include displays and VDOT and TransUrban staff will be available to answer questions. There will be a presentation at 7 p.m.
If you aren't able to attend the meeting, you may submit written comments by Dec. 31 to Abi Lerner, Virginia Department of Transportation, 4975 Alliance Drive, Fairfax, VA 22030, or email 395expresslanes@VDOT.virginia.gov. Please reference “I-395/Seminary Road HOV Ramp” in the subject line.
