Winchester Homes is moving forward on putting residences near the Victory Center on Eisenhower Avenue, and those homes may have new retail nearby.
The proposed retail building would be placed on the southwest corner of what was known as the "Victory Center" property. The residential development is planned for the east side of the Victory Center office building. There are no committed tenants for the retail building yet, but the building would likely include a drive-through space and space for outdoor seating.
According to a City staff report: “The applicant seeks to construct a new 9,000 square-foot retail building on the southwestern portion of the Victory Center parking lot. The new building would allow for new retail and commercial uses (the exact businesses have not yet [been] determined) as an amenity for future federal tenants of the Victory Center office building. The proposal would replace a portion of the existing parking lot, add new landscaping and stormwater treatment where none exists today, and would include an easement along the Eisenhower Avenue frontage of the property to allow for the future construction of streetscape improvements consistent with the [Small Area Plan].”
The Victory Center (and its two large parking lots, one to the east and one to the west) were purchased in October 2019 by Stonebridge. Stonebridge is continuing to market the high-security office building to federal agencies, but the building has remained vacant. Adding amenities nearby, such as retail and restaurants, could make the building more marketable.
The area to the east of the Victory Center office building may be divided into two properties, with Winchester Homes planning to develop 139 townhomes on the easternmost property.
