The last undeveloped lot in the Carlyle neighborhood is taking another step closer to being developed with a rare subdivision of lots.
765 John Carlyle Street will eventually be the site of residences for seniors, retail and office space, including medical facilities, across two buildings connected by a garage. Original plans for the development called for office space, but the pandemic and an anemic office space leasing environment pushed the developer to reconsider residential instead.
However, to move forward, the developer is asking the Planning & Zoning Commission to approve a request for vertical air rights, since different parts of the development will be owned by different companies.
“The Applicant is requesting approval of a plat which establishes vertical air-rights above, below and across the parcel in preparation for approximately 387,000 square-feet of office. residential and retail – which will be owned by separate operators. The request differs from a typical subdivision application, which only creates a division of land at the ground plane. An air-rights subdivision uses elevation data and parcel coordinates to establish “Vertical” rights above the property, which is suitable for mid to high-rise construction with multiple owners/operators within a building envelope.”
The Alexandria Planning & Zoning commission is expected to approve the application this week.
Dubbed The John Carlyle Center for Health & Wellness, the development will become “a 107,000 SF Class-A medical facility in the heart of Alexandria, VA. The building will include an integrated 4 level parking garage allowing for seamless patient access and will be directly connected to a 215-unit senior living residence. The Center is an unmatched facility for thriving medical practices.”
