Stonebridge and Inova are bringing specific plans for their Oakville Triangle project before the Planning Commission and City Council this month.
A general plan for site was approved by City Council in December but developers are now seeking approval for more detailed plans in three separate applications.
The first application requests approval for a road network, an open space, improved streetscapes and the creation of four development blocks A1 and A2, B, C and D.
Improvements will be made to existing streets Swann Avenue, Calvert Avenue and Fannon Street while a new road, Oakville Street, will run parallel to Route 1 between Fannon Street and Calvert Avenue.
Route 1 intersections with Fannon Street and Swann Avenue will also be improved to accommodate the development. The plan will prioritize the pedestrian and cyclist experience while still remaining accessible to vehicles.

Inova Healthplex
The second application is for the 93,000-square foot Inova Healthplex medical facility in Block A2 of the project. The healthplex will reach 66 feet in height and will have underground parking.
The building will feature many sustainable design elements including a green roof and amenity area. The application requests approval of a building canopy that will encroach on public right-of-way on Fannon Street and an illuminated sign as well as modifications to setbacks, a tree canopy, parking, water quality volume and transportation related issues.

Multifamily units
The third application for the project is for two multifamily units up to 85 feet high in blocks A1 and B. The units will be a total of 715,000 square feet with 577 units and 55,000 square feet of ground floor retail space. The new buildings will provide some affordable housing units and will be accompanied by streetscape and infrastructure improvements. There will be above, at and below grade parking structures as well as pedestrian friendly landscaping, open spaces and sustainable design. The developers request similar area plan modifications as the Inova Healthplex regarding canopy encroachments, setbacks, landscaping and transportation.
Members of City staff from Planning and Zoning and Transportation and Environmental Services recommend approval of all three applications, subject to compliance with their recommendations and City codes and ordinances.
If the project receives approval from the Planning Commission on Jan. 5 and City Council on Jan. 23, developers have until January 2024 to begin construction. Developers have previously stated that they anticipate starting construction in the second quarter of 2021 and expect phased opening of the project to begin in 2023.
