Alexandria-based Systems Planning & Analysis (SPA) has won a $126 million contract to support the Navy office responsible for the equipment used by Navy SEALs and other special operations teams.
SPA, which provides data-driven analysis for national security and defense programs, will provide professional support services to the Naval Special Warfare Program Office, known as PMS 340. The office is part of Naval Sea Systems Command (NAVSEA).
PMS 340 buys, maintains and develops the technology behind Naval Special Warfare missions. Its portfolio covers undersea and surface vessels, unmanned systems, weapons and ordnance, diving systems, air operations and other specialized maritime equipment.
Under the new contract, which was competitively awarded, SPA will provide engineering, technical, administrative and program management support. The work will serve PMS 340, the broader special operations community and other Navy expeditionary warfare programs. SPA is the prime contractor.
A relationship built over more than a decade
The award significantly expands a partnership that began in 2012. Among SPA’s past work for PMS 340, the company served as a trusted agent for the full system certification of the first Mark 11 SEAL Delivery Vehicles, the mini-submarines that carry SEALs underwater to their missions.
“SPA has established a strong relationship with PMS 340 through deep subject matter expertise, mission knowledge, and an understanding of its requirements,” said retired Rear Adm. Dave Duryea, SPA’s senior vice president and director of its Sea, Land, Air Division. “We are proud to build on that foundation and bring our experience to a broader range of Naval Special Warfare priorities.”
Growing in Alexandria
The contract is the latest sign of growth for one of Alexandria’s largest private employers. SPA, which employs more than 3,000 people worldwide, is headquartered at 2001 N. Beauregard St. in the West End.
In September 2025, the company bought its 239,000-square-foot headquarters building as part of an expansion projected to bring about 494 new jobs to the city. This year, it opened a 14,400-square-foot Advanced Analytics Lab inside the building, a secure space where analysts and government clients work through defense problems together.
Job openings are listed on SPA’s careers page.
